During the month of October 2023, Burkina Faso continues to face an unprecedented security and humanitarian crisis. The conflict between unidentified armed groups (GANI) and the Defense and Security Forces (FDS), supported by the Volunteers for the Defense of the Homeland (VDP), continues to escalate. Several incidents have threatened the peace of the population in general, and that of children in particular.

During the period under review, the parties to the conflict, on the one hand the GANI, resorted to improvised explosive devices (Hauts-Bassins, Kénédougou), incursions and theft of livestock (East, Tapoa) and attacks on civilian populations (Sahel, Boucle du Mouhoun, East and Centre-East), attacks on FDS/VDP positions (Centre-East, Boulgou, East, Gourma, more specifically in the commune of Yamba), warnings not to reopen schools on pain of reprisals (Centre-West, Sissili).

On the other hand, the FDS/VDP have considerably increased air strikes by planes and drones on positions supposedly sheltering GANI fighters. The security situation is also marked by crime and organized crime, ranging from simple robberies to armed hold-ups.

On August 31, 2023, the Burkinabe government, following a Council of Ministers meeting, announced the return of 191,937 internally displaced persons (IDPs) to their respective regions. However, during the month of October, population movements were reported in the north towards Koumbri, in the Mouhoun loop towards Toma, and in the east towards Yamba and surrounding villages.

The humanitarian situation remains catastrophic from one region to the next, due to the blockade imposed by GANI in regions such as the North, Sahel, East and Centre-North. This humanitarian situation is becoming increasingly worrying due to the difficulties associated with humanitarian access.  Humanitarian organizations are trying to meet these needs through humanitarian flights, which are still in use.

During the period under review, the socio-political situation was marked by various events.

The populations of the country's major cities demonstrated in support of the FDS/VDP and the ongoing transition. Civilians claiming to be part of the transition, as part of what they called a "citizen's watch", carried out irregular checks on users aboard public transport buses or personal vehicles on various roads in the capital.
